The Council of People’s Commissars + 

The Council of People’s Commissars was at first composed entirely of Bolsheviki. This was not entirely the fault of the Bolsheviki, however. On November 8th they offered portfolios to members of the Left Socialist Revolutionaries, who declined. See here. + 
